Wow. This was Denethor a mere 9 months before the siege of Gondor? The Departure and Assumed Death of Boromir, and the Validation, did much to him. Plus Faramir being mortally wounded in his presence and looking in the palentir for comfort. —Perhaps he first did it to try and see Boromir on his journey—and possibly Faramir in Ithilien? Then later to watch for Rohan, and presumably eventually signs of the Enemy. Or possibly Isildur’s Heir and Gandalf.
What he didn’t fully realize is this: Boromir did bring hope (Estel) home. Boromir in the Fellowship caused Aragorn to think about Gondor more, and promise he would not let the White City fall. And those things caused Boromir to hope more, even enough to think he could further it using the Ring, which caused Frodo to leave for Mordor, and Aragorn and the others to follow Merry and Pippin, and so on. Once Aragorn was in Rohan, he thought more about Gondor and the Paths of the Dead (and reunited with Gandalf, etc.)

The point is: Denethor did hold Gondor long enough for Éowyn to kill the Witchking, and for Aragorn and his kin (and Legolas and Gimli) to arrive. Not to mention for Imrahil and Forlong etc. to assemble in the City.)

And how he did try! Wearing his armor night and day, spending even his own sons! Alas for Denethor!

Author Reply: Oh Larner... reading about him wearing the armor in the book really made me feel so sad for Denethor. Yes, he gave everything... And some would berate him.

This was very touching. I have to keep reminding myself that you are writing your universe :-) It would be a horrible burden to have to keep writing such missives.

Author Reply: Well, someone had to write them, Pearl, and I think Denethor would take that task from his son. Boromir was out in the field for long periods and wouldn't have the time to do such a difficult task. Writing one letter would be hard enough. Writing dozens...

I'm not sure what you mean about 'my' universe... I try to remain as true to canon as possible. I don't think it beyond the realm of that to have Denethor writing these.??? And who is to say this was not part of the burden that finally pushed this wise man over the edge???
