He looks at the pebbles as they roll in the surf, and thinks that it is always the small things which shape the worlds. What a beautiful character study. You reveal Cirdan's calm wisdom, and how he is like the sea itself -- enduring, patient, touching all shores and sensing what was... is... and must be.
