Ah, I'm glad someone figured it out! I was thinking of the tales of the Entwives' fate and of the bread-basket that must be in Mordor in order to feed such a large standing army, and it occurred to me that Sauron in his earlier years would be far too efficient to burn what he could make use of . . .
