Yes, the Hobbits of the Shire will find that the four travellers, even Frodo who did not draw his sword, are wiser about such things than any Hobbit would guess. And Frodo did right. The ruffians were cruel, but it's unfair to keep fighting and killing when the enemy has surrendered. I'm sure most of them were cowards, after all, obeying Saruman out of fear and not love.
