Great last sentence! I think Sam should take this as a promise, a promise from Ulmo himself that the road is free for him to take whenever he wants to.
But he also made a promise to Frodo and is determined to fulfil it. It will not be easy to wait, but it will be worth it!

Author Reply: I so agree, Andrea. Sam will live as fully as he can while he can, and bring those memories to share with Frodo when he is free to answer that call.

So nicely bittersweet, Cyclamen is the perfect person to draw Sam out.
