I will now show some of my ignorance. I know very little to nothing of the history of the Elves, despite having read the Silmarillion twice - none of it stuck at all. Nor have I read much of the appendices of LOTR. Did Elrond do this or is it something you thought could have happened? It's a lovely gesture and great honor either way :-)

Elrond did not do this. In fact, we have no way of knowing what happened to Beleg's bow. I truly hope, in the midst of Turin's despair and grief, that he might have taken the bow himself and somehow gotten it back to Turgon. If that happened, then it is possible that it ended up with Elrond. We can only hope.
